Better Preview for editors

Problem/Motivation

Editorial users rely heavily on the ‘preview’ (as in view draft) version of a node. So we need to make this as close to the way the node wouod look like if this draft is published (as possible).

First step--replace Drupal yellow BG with a useful notice banner (workflow and non workflow)
