[DEFECT] 'Menu' title font colour on mobile Header Dark theme is not accessible

Problem/Motivation

When the Header is set to Dark theme, on the mobile the 'Menu' title font colour and hamburger icon colour is not accessible.

Steps to reproduce

  1. Go to /admin/appearance/settings/,theme-name.
  2. Scroll down and select 'Header'
  3. In Theme, select 'Dark'
  4. In Logo type, select 'Default'
  5. Click 'Save configuration'
  6. Go to the front end of the site and view in a mobile breakpoint

Observed

The Menu title and hamburger icon colour is Brand 3 which is not accessible on background colour which is Brand 2.

Expected

The Menu title and hamburger icon colour should be #61DAFF
