All new image styles should convert to WebP by default

Can we trial this in the demo_umami profile before Drupal 11?

That's in 📌 All core install profile image styles should include webp conversion Active , which was supposed to already be in core via 📌 Add webp image conversion to core's install profile's image style Fixed but that issue never actually updated the image styles.

However it's different to this issue which is about adding a default configuration of webp conversion to admin-created image styles.

I think this should probably be postponed on ✨ Split ImageStyle into the config entity and a separate event-based image processing service Needs work because then we could have a separate post-process stage for image styles which always does webp by default - however it's not a small change.

I wonder if it'd be worth it to add a warning (or info message) on the Status Report page in the meantime.
