All new image styles should convert to WebP by default

Problamo

Modern image formats save a lot of bandwidth, and make sites much more faster. And Drupal makes converting to modern formats (webp) easy. But... not everyone knows to do this, or they might forget.

Solution

Lets add "Convert to WebP" by default when creating new image formats. This will easily benefit 95% percent of sites out there, and it's easy enough to remove if the developer doesn't want or need it.

This was discussed a little bit in https://drupal.slack.com/archives/C4M1EV8G5/p1701715755340389, and release manager @catch said

I think it's worth an issue to add it by default to new image styles, would need to be done in the form.
