Optionally convert display modes to use layout builder

Problem/Motivation

In line with the goals of Standard Plus, we want this module to make building sites with Drupal easier (in an opinionated way).

For new site builders + developers, using the layout builder to lay out pages is easier than not-using the layout builder.

The standard plus module should facilitate setting up layout builder for all content types.

Proposed resolution

After installing Standard plus, redirect (or prompt via help text) users to a form. The form should offer to set up certain features (beginning with enabling layout builder) for all content types. Users can say "yes", "no", or (possibly) choose a subset of features to proceed with.

If users say e.g. "yes, make building pages easier for all content types", then the module should automatically enable layout builder for all content types. It should also ask users whether/which content types should 'allow overriding displays for individual pieces of content'.

This should be done in a forward-looking way to support the addition of other configurable options in this form.
