When adding a new core the description for the URL field has a too low color contrast

Problem/Motivation

On /drd/cores/add the description for the URL field has a foreground color of #55565b and a background color of #999999 which results in a color contrast of 2.6:1.. The minimum contrast required for a font size like this is 4.5:1 (WCAG2.1 SC 1.4.3)
