PHP 7.4 notice on null value in user_picture

Notice: Trying to access array offset on value of type null in pcp_get_complete_percentage_data() (line 231 of /var/www/html/docroot/sites/default/modules/contrib/pcp/pcp.module).

PHP 7.4 seems to be more strict when the user_picture field is empty.

(I'm running 7.x-1.x patched from Git because a dev release with the latest code hasn't been made.)
