Convert plugins to use PHP Attributes only.

Problem/Motivation

TFA 2.x will not be released before Drupal Core 10.2 is GA.
Drupal Core 11 will not support Annotations.
See [#3395582].

TFA 2.x is still in alpha and permits major BC breaks.
TFA 2.x is already incompatible with 8.x-1.x plugins.

Converting to Attributes will be a minor workload task for TFA itself and should be a minor for the ecosystem.
