Increase minimum requierments for 2.x branch

Problem/Motivation

Current minimum specs for the 2.x branch are as follows:

PHP ^8.1
Drupal 10.1 || ^11

Proposal:
PHP ^8.3
Drupal ^10.4 ||^11.1

Drupal 10.1 and 10.2 are already EOL. D10.3 and 11.0 will go EOL in the next core minor release (expected this month.
The minimum supported PHP version for Drupal on 11.x is 8.3.
PHP 8.1 does have security support for a further 6 months while 8.2 is supported for a further 1.5 years.

While we would result in culling PHP versions early with this proposal it would allow the code to be unified around the minimum common supported PHP version for D10 and D11.

Code in the branch is still Alpha allowing jumps in API spec change. Boosting us to supported versions reduces long term maintenance burdens for the branch and increase the probability of a smoother D12 adoption.
