Add/manage non-reusable content blocks (Drupal blocks)

Problem/Motivation

It would be a nice addition if the editor could add new, non-reusable content (Drupal) blocks to content.
Like in Layout Builder:

Create a new block type, similar to drupal-block. Ideally the block form would open at the sidebar but a modal would work too.
