User login json - do not work if external resource used like ldap for user auth

Problem/Motivation

No way to use login API while doing user/login?_format=json
Drupal check inside own database and can't use ldap for example.

Steps to reproduce

Setup LDAP server
Create test user
Drupal:
install LDAP module, configure server, enable authentication.
with curl execute user login request.

Proposed resolution

Fire user login event.
