Default value for displaying files is not working

Problem/Motivation

The default value for displaying files on a file field settings is not being respected when adding new files.

Steps to reproduce

1. Install Drupal with the Standard profile
2. Go to any content type (e.g., Basic page) and add a new File field (e.g., Attachment)
3. On the field settings, check "Enable Display field" and make sure "Files displayed by default" is checked
4. Go to the Add Content form of a Basic page
5. Upload a file to the Attachment field

The expected behavior is that the "Include file in display" option should be checked by default, but the actual behavior is that the checkbox is unchecked by default.

Note that if the "Enable Display field" is set to false, the uploaded files are correctly displayed by default. The problem only happens when this option is active.
