Suffix not being displayed

Looks like the settings structure in the core DecimalFormatter has changed and it doesn't grab the prefix and suffix from the value property anymore. It requires them as a first class property now.

Please let me know if that fixes your issue. If so, we'll back port that to the 2.0 release as well.

@jurgenhaas, thanks for the patch, I am also looking for this patch & tried to fix but unable to do that. I have tested #5 this patch and its working fine for me.
