Add a settings page for general (non-security relevant) settings

Problem/Motivation

We should add a global settings page to put general settings on for subman and allow provider implementations like billwerk to add their specific settings.

Settings that would make sense for example are:

Enable / disable debug mode
Set log level
Caching auth token (BillwerkApi::AUTH_CACHE_DURATION)
...?

Bonus:

Define mapping for roles to assign based on subscription types (plan variants) and addons
...?
