Regression: number of characters should not count invisible HTML

#2975871: Number of characters should not include invisible HTML (8.x) → was marked fixed in 2.0.0, but this appears to have regressed. To reproduce:

No non-technical user would expect this, their text is the same.

A patch was supplied in that issue, that can be a starting point.

Patch #9 in #2975871 applies cleanly for 3.0.0-rc1. I have tested it and it seems to work fine.

Created a PR with the fix for merge into 3.0.x.
