Improve color themes and remove Color module

We are using the Color Module to change themes, however, the module has been removed from core. See #2808151: [policy] Move the Color module to a contributed project when Bartik is deprecated → .

Let's create theme settings with all the predefined color palettes we have now and add a color picker so each color can be edited. Apply those values using custom CSS properties.
