Do not enable settings by default

Problem/Motivation

When using a views_block_override the settings for contextual_filter and exposed_sort are enabled by default. These should be disabled by default.

Steps to reproduce

Add a views_block_override to a view and see that the settings for contextual_filter and exposed_sort are enabled by default.

Proposed resolution

Disable them by default like for pager_id

Remaining tasks

Create and review MR for both 1.1.x and 1.2.x
