Support BAN France provider

I'm not allowed to fork in Gitlab, so here is a good old patch file

fix syntax error in last patch

please provide a correct and exhaustive patch for this implementation, because also the following files need to be adjusted and extended accordingly:

config/schema/geocoder.schema.yml
composer.json

Here it is a patch that is not generating any application error in the Geocoders providers page ...
