This patch is for core, which this module can do nothing about. Even if you tried to submit this for core, it would not be accepted because core does not have glyphicons. If this patch works for you, have it among your composer patches if you like.
This theme does not have promises to work as an admin theme. There are so many things that go into being an admin theme that usually themes are either one or the other, not both.
