configuration import error: Unexpected error during import with operation create for encrypt.profile.<blah>: The key linked to this encryption profile does not exist.

Problem/Motivation

When I tried to import configuration exported from another site where encrypt keys are setup, I am getting a bunch of the following errors:

 [error]  Unexpected error during import with operation create for encrypt.profile.real_aes: The key linked to this encryption profile does not exist. 
 [error]  Unexpected error during import with operation create for encrypt.profile.sodium: The key linked to this encryption profile does not exist. 
[...]

I was able to get rid of the configuration import errors by removing the encrypt.profile.*.yml files but then have to recreate the encrypt profiles.

This may be related to a previous issue → which was fixed and closed 6 years ago...

    Please provide additional information about exactly how you did the import. I have moved config from one site to another that included keys and did not experience this problem.
