Enabling JS aggregation breaks our admin workflow

Problem/Motivation

Switching core from 9.5.10 to 10.0.11

When enabling JS aggregation under Configuration > Performance > Development

There are two notable things that start failing:
- On some pages the horizontal bar that has all of our admin options e.g. Content, Structure.. is no responding to hovering on and no longer drops down options. You can only click to open the page. It seems to get stuck and when scrolling it is floating.
- The dropdown button widget (operations) for content stops working, and shows all available options rather than the dropdown.

I've attached images of the issues and surrounded subject areas with red boxes.

I have tried multiple themes.

Switch our core version from 9.5.10 to 10.0.11

    Drupal 10.1 aggregates assets differently. Try it. Are there browser console errors?

    This is on 10.0.11, not ^10.1. Would it still apply?

    I am not seeing any console errors related to the above.

    Drupal 10.1 introduces a new aggregation system. Perhaps it will fix your problem. Drupal 10.0 will be supported for only about three more weeks anyway.

    Besides that, if there are no console errors then we need complete steps to reproduce the bug. Otherwise this is a bit mysterious and no one will be able to help you.

    Also check that any libraries you're adding that are minified are marked as minified. The old pipeline would just skip minified files that were not marked as minified. The new system will fail.

    Once I added minified true to them I could turn on aggregation again.
