Overlay variant text length should be constrained on large screens

Problem/Motivation

At large and xl widths, the text in the overlay variant can get very wide. We should constrain this to roughly 75 characters as per this guidance.

Steps to reproduce

Add a bunch of body text to a Banner with the overlay variant.

Proposed resolution

Use bootstrap styles to constrain the container.
