TimeZoneFormHelper is not available before Drupal 10.1

With phpstan suggestions system_time_zones(), was replaced with Drupal\Core\Datetime\TimeZoneFormHelper::getOptionsList(). However, this wasn't introduced until 10.1. Revert to system_time_zones() until the minimum supported version is 10.1.
