Blue triangles don't have any interaction

Problem/Motivation

Currently, the configured fields have blue triangles that don't have any interaction except for focusing the field as it's shown in the image below.

Steps to reproduce

- Using the latest version of require_on_publish (currently is 8.x-1.7)
- Configure on field to be required on publish.
- Edit or create a new content.

Proposed resolution

The idea proposed is to have an event to display the message "This field is required only when publishing the content." as shown in the next image.

Remaining tasks

Review if the new functionality fits well.

User interface changes

When the blue triangle is clicked, the message "This field is required only when publishing the content." is shown.

This code was originally done by the users @marcoscano → and @pjudge → . I've just fixed a few issues and create the PR.
