Make a D10 release and a separate D9 release

I tried this workaround to link to the pre-Drupal 10 commit but it didn't work:

"drupal/badge": "1.x-dev#a37671947067f31b7cf9e6c05f45488de64cb92b",

If this problem occurs because it depends only on version 3 of the Dynamic Entity Reference module, what we can do is also give it the option to use version 1:

     "require": {
        "drupal/dynamic_entity_reference": "^1.0 || ^3.0"
    }
