Change User selection form to use autocomplete instead of select

Problem/Motivation

On sites with a large amount of users the select list form type becomes very slow to load. It also makes it hard to find a specific user in a list of hundreds or thousands of user names.

Steps to reproduce

On a site with more than one hundred users Navigate to the Administration > Configuration > Search and metadata > Simple XML Sitemap > User and try to find a specific user.

Proposed resolution

Change out the field on the configuration page for an entity_autocomplete

This will allow searching for a specific user instead of loading the entire user list.
