urlInfo() is deprecated we can use toUrl() instead and its safe to use.

Confirmed that it will work.
It is already addressed in many modules.

Thank you for posting this. THe issue missed some context. It's based on the possible problems in dev-main. Seems when i compare the latest resultss:

Versus the results when it ran on dev-main: https://git.drupalcode.org/project/project_analysis/-/jobs/292414 (downloadd artifacts). Some of the patches are missing this fix.
This could be because of rector upgrade, or because ow how we match stuff. I'll be working on these today.
