Serve responsive images with relative paths

Problem/Motivation

Need relative paths instead of absolute paths for responsive images served to the frontend to be able to control the source in the frontend and maybe even use CDN.

As far as I'm aware, it's standard in Drupal to serve external urls as absolute. Also, if using a CDN, and working with Transform API, it would be best to let Drupal handle the CDN.
