Main menu drop shadow contrast fix needs work

Problem/Motivation

The contrast fixes in 🐛 [WAVE Accessibility] Multiple reported contrast issues Fixed for the main navigation aren't displayed well for some users, and additionally the drop shadow is messy. Let's come up with a better solution.

Steps to reproduce

View the old home page, "YMCA Website Services" on the sandbox.

Proposed resolution

- Use background colors with transparency instead of text shadows
- Ensure it passes Color Contrast Analyzer
