Suitability for drip emails

Hi,

I want my site to send out specific types of notifications. For example, if someone has done X and Y on the site but not Z, it would send an email about how to do Z.

I was thinking of using ECA on a user list from a View (to determine the body of emails and sort out people who have not opted in to get emails) and running it via cron. It would then send Messages and notify the user via email.

Is this module something that would be good for that, or am I wrong?

Normally, I would download and start messing with it and not bother anyone with this kind of question, but I am really burning a LOT of time with other solutions that aren't working.
