In presets allow moving, hiding and removing of any portlet, despite its settings

Problem/Motivation

When editing presets it doesn't make sense to apply the settings, as otherwise the admin can't change them for the preset. The settings should only apply to instances / personalization.

Workaround: Disable these settings after placing the portlets in the preset. So you can rearrange them first and then disable.
