Not sure if best approach is to handle per component or all at once.
Those styles (aka "Utilities classes", aka "Helpers") are meant to be independent from components.
For example, the shadow style https://designsystem.digital.gov/design-tokens/shadow/ can be applied to any component, but also any renderable which is not a component)

Not sure I fully understand how utilities are added. I’ve looked at the bootstrap ui skins file but don’t fully grasp it.
The css variables one I have a rough understanding. Pretty much have been turning all component settings into variables
