You can submit the passwords if they doesn't match

Problem/Motivation

Once you're asked to set the password you can enter different passwords and be logged in the site, I'm not sure if this is related the use of Password Policy module because I have the module installed or if is a problem of this module. The problem is also described in #3143391: Password reset form validation allows non-matching passwords → comment #16
