Normally we are getting the TimeZone of the actual user.
I don't know if its possible, but can you look if your User not have an TimeZone selected in the backend? Maybe you have to switch it on in the form display settings. I have tried to unselect the timezone, but thats not possible in the backend.
In out module maybe we can get a default TimeZone, if there is nothing selected. Do you have more debug information for us?
- Buy as user or guest?
- Payment Method?Can you check if for this payment is a user attached?
Please give me a short feedback if you can confirm that no timezone is selected on the usere where this happens. Else we have to dig deeper in this.

I just had another failing webhook for a different order with the same error.
I don't allow users to set a timezone for their account. In
system.date
thetimezone.user.configurable
is set tofalse
.I'm having trouble finding out which order the failing webhook belongs to in the wallee backend. Because of that I can't provide more information about the failing order. Do you know how to associate a webhook with a payment transaction in wallee?
