Rename Bookmarks to Shortcuts

Problem/Motivation

Calling Bookmarks to the Shortcuts menu creates confusion beyond the change of naming: it reinforces the idea that Shortcuts are per user and not per site as the existing Shortcuts module is.

Proposed resolution

Rename the Bookmarks item to Shortcuts and add a star icon to keep the something similar to the icon used right now.
