Add composer.libraries.json for better libraries management

Problem/Motivation

In order to be able to rely on composer entirely, in is necessary adding composer.libraries.json with all the dependencies listed. This way using Composer Merge Plugin can be used to install libraries.

Proposed resolution

Add composer.libraries.json to the project root folder.

    Do you have some more information on the use of composer.libraries.json? Is this just a custom naming or convention?

    Could you add some sentences on how to use this in the README.md?
    That would be great to help people use it.
