Webform handlers only support one state, enabled or disabled.
I've noticed that the '' button is missing on the conditional logic settings of webform handlers. The option does exists on the elements. See screenshots.
Add an element to a webform. Open the 'conditions' tab and see the '' button.
Add a handler to a webform (e.g. remote post). Open the 'conditions' tab and notice that the ' button is missing.
Add the '' button to the webform handler conditional logic settings similar to the elements.
For the time being, I haven't gone into this in depth myself. I want to look at it as soon as possible.
