"views", lowercased, isn't even Drupal's coding standard for a namespace name. That site had some additional custom code or a patch. Drupal does not remove code units in minor releases or bug fixes.

It's probably β¨ Create views filter plugin for date range fields Needs work . To be maintainable hat site should be set up with composer-patches so that you know that patches that are installed.
