Block library no longer uses Block library view

Problem/Motivation

Though the view for block library is enabled, using the link the menu to the "Block Library" takes you to a block library that does not use the view. This can be frustrating when editing the view, you do not see the changes in the block library.

The link in the menu is:
Admin > Structure > Block layout > Block library admin/content/block

The link provided by the view is:
admin/structure/block/block-content

Steps to reproduce

1. Install a Drupal 9 site
2. Upgrade to Drupal 10 (this un-matches the menu link location and the URL for the block library)
3. Use the menu link to get to the block library
4. Edit the (enabled) block library view
5. Note no changes to the block library

Proposed resolution

* Disable the view by default
OR
* Update the views URL to match the new block library location
* Fix the menu default path so the block library admin/structure/block uses the view admin/structure/block/block-content

AND
Provide an upgrade path for people coming from Drupal 9 so that URLs and Menu links and views paths all match
