Did you upgrade commerce_exchanger to v2?

composer update 'drupal/commerce_currency_resolver' --with-all-dependencies

Installation without Composer gave errors for Exchanger as well.
I don't see the reason why the installation should be with Composer but I'll try...

You need than install commerce_exchanger version 2
