Move TextFormat form element from config_translation to text module

Problem/Motivation

Move TextFormat form element from config_translation to text module, as TextFormatWithSummary does created in 🐛 Text and text with summary field default value config does not use the text_format schema type Needs work

Proposed resolution

Move class. Update namespace. Update usages.

Remaining tasks

PR moving class and updating namespace and usages. Test must still pass. Don't think new tests are needed.

None.

API changes

We might need BC layer.
