Deploy a Drupal 10 staging environment for localize.drupal.org

Problem/Motivation

Development for localize.drupal.org on Drupal 10 is happening among several contributors in the community who are coordinating in #localize on drupal.org/join-slack

They are pushing work to https://gitlab.com/drupal-infrastructure/sites/localize.drupal.org

And can use DDEV share for collaboration.

However, because localize provides API endpoints - it of course needs a staging environment.

Requirements for staging environment

We need to complete the upgrade of our database cluster - led by @nnewton - planned for Nov 2023
We need to use the same (or similar) deployment architecture on AWS that @nnewton and @Max Whitehead havce developed.
We need a deployment branch on the GitLab repository that automatically deploys to the staging environment
We need our access control policy for contributors who need admin access to a public staging endpoint
At some point we may want to add its integration with our new keycloak endpoint - led by @heddn

Once we have the green light from infra, I can help with the helm files. I did it for events and api site and we should keep them as consistent as possible.
