Hi @randy.houlahan@cbd.int, I tested this module with your given steps, but not able to replicate the issue. If Flexible Date Range field is mandatory then form will not submit until End Date not filled.
Checked on Drupal Version 9.5.11, Flexible Daterange 8.x-1.1. Can you please provide more details on it, with attach some screenshots.
