Create a 2.0.x development branch

Move this to 2.0.x branch when made available.

Today I learned 2.x is a valid semver version in Drupal contrib:

Would you be open to listing the 2.x-dev development release as noted in Creating a development release → ?

I just realized that 2.x-dev may not be correct. Can you push either a 2.x or 2.0.x branch without the -dev suffix?

@jcandan, the branch is called 2.x: https://git.drupalcode.org/project/stripe_webhooks/-/tree/2.x

But until we add the first tag, it will not be visible in the release listing.
