Help text showing on DBlog page

Problem/Motivation

The module file shows help for A11y Paragraph Tabs on the DBlog page. This is coded right into the .module file, and has been there for 4 years. I'm not sure if there's any good reason for it to show there.

Steps to reproduce

Install this module and the dblog module.
Go to /admin/reports/dblog
At the top of the page, above the normal DBlog help text, is the text "A11Y Paragraphs Tabs gives the user the ability to easily add tabs via paragraphs to their content that complies to Accessibility (A11Y) standards."

Proposed resolution

Remove this extra help text: https://git.drupalcode.org/project/a11y_paragraphs_tabs/-/blame/8.x-1.x/...

Remaining tasks

Remove help text from the module code.

User interface changes

Extraneous help text no longer shows on DBlog page.

Verified the MR. Help text is removed from the top of the DBlog page(/admin/reports/dblog).
Added screenshots for reference. RTBC ++.
