Increase requirements to D10 only

Problem/Motivation

We need to raise minumum requirements to D10, because of adding compatibility with Exchanger 2.x in https://www.drupal.org/project/commerce_currency_resolver/issues/3394043 📌 Compatibility with Commerce Exchanger 2.x Fixed

it's not possible to use it with D9 anymore
