Dropbutton toggle width broken in commit fbe95657

Commit fbe95657 looks for dropbutton variables defined by Claro, but it seems like it can't find them. Firefox dev tools says the variables are not set. The one causing the width issue in the screenshot is --dropbutton-extrasmall-toggle-size.

Reverting Gin to 3.0.0-rc5 fixes the issue.

Core: 9.5.11
Gin: 3.0.0-rc6
Gin toolbar: 1.0.0-rc3
php: 8.1.17 and 7.4.10
No CSS, JS or other modules impacting Gin or Claro.

Gin settings (I've tried many combinations, but this is my default):

Appearance: Light
Accent color: Dar purple
Focus color: Gin Focus color (Default)
Increase contrast: Off
Navigation (Drupal Toolbar): Sidebar, Vertical Toolbar (Default)
Show Secondary Toolbar in Frontend: On
Layout density: Narrow (tried all of these with no change)
