"access" method is never invoked on contextual links plugin

Message UI has its own concept of contextual links and adds a Views plugin for rendering those contextual links when working with a Message entity.

The plugin interface for the contextual links (MessageUiViewsContextualLinksInterface) defines an `access` method, but it is never actually checked by the Views plugin (MessageUIContextualLinks). This causes it to render links the user does not have access to.
