Modal links disallow opening in new tab

Problem/Motivation

Links in the modal will not open in a new tab, even if they are explicitly set.

Steps to reproduce

  1. Create a modal for site.
  2. Add modal content, include a link field. Edit the entity display in the link field settings so that it opens in a new tab.
  3. Link does not open in new tab.

Proposed resolution

Update modals.js to check for existence of target attribute in the link before preventing default browser behavior.
