Upgrade opentelemetry-php dependencies to 1.0.0RC1

Problem/Motivation

opentelemetry-php in 1.0.0beta10 release moved the 'OpenTelemetry\API\Common\Log\LoggerHolder' to another namespace 'OpenTelemetry\API\LoggerHolder' which is a breaking change.

So we need to bump minimal dependencies, and because the RC release is already here, we can just stick to the RC version.
