Verifying a users that cannot be decrypted

Problem/Motivation

During development it's happens a situation when on some of the environments are set different encryption keys, but the same database, which is lead to the situation when user email cannot be decrypted (which is normal), but it's might be frustrating to identify the reason.

For such purpose, it's might be helpful to have some tool to identify a users which emails cannot be decrypted with currently active encryption key

Steps to reproduce

1. Create a user
2. Re-generate encryption key
3. Attempt to decrypt user email (default password reset operation with email sending, as for example)

Proposed resolution

Some tool like a drush command to verify a users email decryption status
